Project description and proposed activities

Hetian is located in the south of Xinjiang and neighboring Taklimakan desert, China’s biggest desert and the biggest moving desert in the world. Due to the invasion by the desert and degradation of ecological environment, the livelihood condition of local farmers, of which Uygar minorities account 96% of total population of 1.91 million, is very harsh. As estimated at the end of 2007, 125,000 poor populations were under absolute poverty line, and daily income per capital was less than US Dollar 1. 7 administrative counties are designated as the national poor ones by the State Council.

 

Ecological restoration and reforestation have been put on the top agenda of Hetian prefecture as a key approach to get rid of poverty in a sustainable way. Tamarisk planting has been set up as a priority for reasons as below:

 

1) The planting of Tamarisk stabilizes fragile soil cover and reverses the desertification process in project locations, where are desert and arid areas;

 

2) Cistanche salsa (a valuable herbal medicine) can be cultivated on the roots of Tamarisk, which is an additional value and can help the poverty alleviation in remote ethnic areas.

The emission reduction technology to be employed

Through this project, The CO2 offset from biomass increase by carbon sequestration in tamarisk planting is expected to contribute to local farmer’s efforts on struggling poverty and building better livelihood. These emission offsets will be achieved on approximately 157,500 Mu of land and by 63 million of Tamarisk planted. More important, impacts of demonstration and promotion of environment awareness would be of great significance for potential direct beneficiaries- minority farmers in Hetian and similar areas.

Duration of and Rights to Offsets

Emission offsets offered for sale are net carbon sequestrations by Tamarisk planting between January   2006   and December   2010   . Upon termination the contract for rental of carbon sequestration, rights to emission offsets generated by that sequestration revert to the seller.

Verification of Amounts

Buyer may independently verify amounts of biomass sequestration.  If the seller and buyer agree in advance what organization will perform verification and what standards will be used to conduct the verification, then the amounts determined by the verifier shall be the amounts considered to be reduced or sequestered under a sale or rental agreement following from this offer.  Scientific team from Center for Research on Agriculture and Climate Change is to submit separate proposal to buyer to perform independent verification.

Termination of Sale or Rental Agreements

 

At any time the contract is in force, the seller may terminate the contract by notifying the seller of the termination and paying the buyer the total sum of all payments made by the buyer to the seller, plus interest.
